President Elbegdorj Vague on the Question of Mongolia's Policy Towards Southern Mongolian Asylum Seekers


In honor of Tsakhia Elbegdorj, President of Mongolia, and Roza Otunbayeva, President of Kyrgyztan, the Foreign Policy Association (APF) and the National Endowment for Democracy (NED) jointly hosted a dinner in New York as part of the 2011 World Leadership Forum on September 22, 2011.

Three members of the Southern Mongolian Human Rights Information Center (SMHRIC) were invited to the dinner. Attendees also included executives of mining giants Peabody and Rio Tinto.
National anthems of Mongolia and the United States were performed by the West Point Band’s Regimental Brass Quintet followed by a welcoming speech by Robert C. Miller, Chairman of the Hurford Foundation.

China Offers Mongolia $500 Million Loan in Return for a Promise to Deny Sanctuary to Southern (Inner) Mongolians?

Prime Minister of Mongolia S. Batbold just returned from a visit to the People's Republic of China. During his visit, the Prime Minister entered into an agreement with the southern neighbor in which Mongolia would receive a $500 Million loan. According to a source the agreement was discussed as early as 2002 when the Chinese Communist Party leader Hu Jintao paid an official visit to Mongolia. At that time, however, the amount was 300 million USD. The $300 million loan was proposed for the development of Mongolia as a gesture of friendly relationship with Mongolia from the Government of China and the Chinese people, and the Chinese side expressed their happiness and satisfaction with the agreement. However, according to the source, behind the $500 million loan there appeared to be a hidden agenda by the Chinese leaders. A reliable source confirmed that seven different conditions were given to the Mongolian authorities by Hu Jintao for this deal.

General D.Murun Says Mongolian Police Helped Chinese

Our newspaper (Zuunii Medee) reported on the case of Batzangaa, a citizen of China, who was arrested by four Chinese and ten Mongolian policemen in front of the United Nations Refugee Agency office building in the capital Ulaanbaatar.

UNHCR Employee Admits Ulaanbaatar Office's Role in the Arrest and Deportation of an Asylum Applicant, Deportee Suggests UNHCR Provided Asylum Seeker's Information to the Chinese Government

Anaraa Nyamdorj, an employee of the United Nations High Commissioner for Refugees (UNHCR) at the Ulaanbaatar Liaison Office in Mongolia, stated in her personal blog that the UNHCR Regional Office instructed her to disclose personal information about Batzangaa (written Batuzhangga on his Chinese passport), an asylum applicant with UNHCR, to the Mongolian police.(http://anaraa-nyamdorj.blogspot.com/2011/04/its-official.html)

In her personal blog article entitled “Bi” (means “I”) in Cyrillic Mongolian, Anaraa Nyamdorj also revealed that the UNHCR Regional Office instructed her to let Batzangaa meet with Chinese and Mongolian police agents. “As instructed, I called Batzangaa [to my office], and orally presented the negative decision to him,” Anaraa wrote on her blog.

Principal of Mongol-Tibetan Medical School Arrested in Mongolia by Chinese Police

Batzangaa, a Southern (Inner) Mongolian exile and the Principal of the Ordos Mongol-Tibetan Medical School, was arrested at the front entrance of the United Nations Refugee Agency office building in Ulaanbaatar, capital of the independent country of Mongolia on October 3, 2009 while seeking United Nations political refugee status. Four Chinese policemen sent from China accompanied by more than 10 Mongolian policemen carried out the arrest. Batzangaa’s wife Ms.Bayanhuaar and their 9-year old daughter were also arrested in Ulaanbaatar.

Deported United Nations Refugee Applicant Batzangaa Tried in China

Mr. Batzangaa, a native of Southern (Inner) Mongolia and the former principal of the Ordos Mongol-Tibetan Medical School, was tried by the Ordos Municipality Dongsheng District People’s Court, Inner Mongolia Autonomous Region (IMAR), China, on January 15, 2011, under the charge of “crime of diverting a special fund”.

Open Letter to Ts. Elbegdorj, President of Mongolia

On October 3, 2009, Harnuud Halzadiin Batzangaa, an asylum seeker in Mongolia, a native of Otog Front Banner of Southern (Inner) Mongolia, a resident of Ikh Zuu League Ordos Municipality, ethnic Mongolian, and the Principal of the Ordos Mongol-Tibetan Medical School, was arrested at the front entrance to the United Nations Refugee Agency Office building. Along with his wife and 9 year old daughter, he was deported back to China by airplane on the following day. Currently his situation and whereabouts remain unknown.

Batzangaa, a UN Refugee Status Applicant, Sentenced to 3-year Jail Term in China


Mr. Batzangaa (Ba Tu Zhang Ga in Chinese), 38, the former principal of the Ordos Mongol-Tibetan Medical School, was sentenced to 3 years in jail with 4 years reprieve, on January 27, 2011, by the Dongsheng District People’s Court, Ordos Municipality, Inner Mongolia Autonomous Region (IMAR), for the charge of “diverting a special fund”. Batzangaa pleaded not guilty at the trial which took place 8 days before the court judgment was pronounced. Batzangaa’s attorney, Mr. Huhbulag, is preparing an appeal to the Ordos Municipality People’s Court. Currently Batzangaa is free on bail.
